Designing for the expert beginner user?

Scott Sehlhorst presents his Competent Users and Software Requirements, a view of why you should focus your software design and requirements to the "middle user". As he say (source): "The majority of "usage" of your product will be by competent-users. In short, no one stays a beginner for very long, and very few people will become experts."
